Who We Are
Valley Oak SPCA, established in 1991, is a 501(c)(3) non-profit corporation which operates an Animal Shelter/Adoption Center and provides animal control, cruelty investigations and sheltering services for the City of Visalia, in addition to sheltering services for the cities of Tulare, Dinuba, Exeter, Farmersville and Woodlake.
Our Work

Valley Oak SPCA takes in approximately 12,000 stray and owner-surrendered dogs and cats each year. We strive to place as many animals as possible into loving, lifelong homes. We work to decrease pet overpopulation through community outreach and education. The SPCA provides animal control, cruelty investigations and sheltering services for the City of Visalia, in addition to sheltering services for the cities of Tulare, Dinuba, Exeter, Farmersville and Woodlake.
Services and Programs (Funded by Donations)
- Low-Cost Spay/Neuter & Vaccination Clinics
- Adoptions: In addition to the shelter is our Visalia Mall Adopter Center. PetSmart is another location where cats and kittens are available for adoption. Mobile Pet Adoptions are held at various community events and venues. We also partner with a number of rescue groups and shelters that are not overcrowded.
- Community Outreach and Humane Education.

- Lost Pet Line (daily listing of stray dogs and cats brought to the shelter)
Volunteers (Friends of the Animals)
The SPCA has more than 100 volunteers who are a vital part of our organization. There are many rewarding opportunities to choose from including: adoption counseling, foster parenting, rescue transport, critter companion/exerciser, bathing/grooming, humane education, adoption & spay/neuter follow-up, clerical work and fundraising events.
Future Plans
Valley Oak SPCA has embarked on a capital campaign to build a new Animal Shelter & Adoption Center to replace our current facility which is 50 years old. Follow our progress!
